Cambodian Consumers Protection is a non-profitable, not political and non-religious organization, focused on human welfare, education and advocacy and community outreach program which are being focused on consumers’ awareness in Cambodia. It is an exciting development which operates in partnership with provincial and national government in Cambodia. The project now supports are willing to promote/raise an awareness of products ‘consumption within the whole country. The communities especially Cambodian are getting much more benefits from our programs which will provides a special knowledge for them in term of self-protection and awareness of consuming products from supplies within Cambodia. Our work also embraces the technical experimental of products quality across the country, which means that at least 60% of Cambodian are benefitting especially vulnerable families/households who are very low in term of knowledge. We have also been using some fund from our donors to setup our operations, provided staff oriented and other technical knowledge to be involved in the project/program development with effectively and efficiency. The unique element of Cambodian Consumers Protection is the Education and Advocacy development program which supports public consumers in Cambodia. We aim to improve the quality of products for all Cambodian, not just for those attending our workshops/conferences. We provide education resources for participants in and allow them to involve in project implementation as our volunteers/ambassadors. B.    Our Mission/Purpose Our Mission is by raising/promoting an awareness of consumers’ knowledge in protecting their right in using products or services in Cambodia. C.    Our Value Our Values are accountability, compassion, integrity and collaboration, awareness and future perspective   Our Strategic Priorities are: ·         Financial Sustainability – the long term future of CCPO. Rigorous, ethical and carefully managed fundraising and financial plans and strategies are important. Increasing fundraising and revenue is vital in securing sustainability of our vision for Cambodia ·         Communications and Fundraising – CCPO will strengthen its reputation and improve public relations through enhanced communications and fundraising. The new proposed activities of CCPO will be implemented and used effectively. ·         Advocacy and Education – CCPO is committed to providing high awareness of consumer’s right and knowledge in term of products or services. ·         Research and Development – CCPO is intended to provide more resources for Cambodian people through our research and development report or journal which will be professionally developed. ·         Empowering Youth – Youth must be involved in society especially for their right in consuming the right products or services. ·         Facility Development – Upgrading and allowing the CCPO team to work professionally will be enhanced.

I.            Rationale Problem

According to the fast development of the industries around the globe, Cambodia is one of the countries which will be affected with fake or chemical products by importing into country especially the way of people consuming the products. Some of the products may affect sprightly to their health while others are indirect within their daily behaviour for consuming the products.  According to official figures, the committee has confiscated some 200 tons of fake products are being consuming in Cambodia directly or indirectly. The interior ministry’s Counter-Counterfeit Committee, said smuggling and production of fake drugs, cosmetics, beverages, and food, posed a serious risk to health and safety. The government has been trying to raise more awareness to the consumers, to manufacturers, as well as the businesspeople, to give them the opportunity to run a successful business by not allowing counterfeit products to undermine original ones. During the fake products are being sold and bought in Cambodia, most of the people are feeling nauseous and dizzy after the products are being used. The other fake cosmetic products have been used and applied and after people used it, they are most likely to get affected rashes and allergies. These are considered as short-term effects. For long-term effects, it could harm our kidneys and liver, and eventually cause cancer, another unknown disease, or even a cerebral cyst. (Phnom Penh Post, Aug 7th, 2018) According to the Interior Ministry’s Counter-Counterfeit Committee again, there are also 40 cases, four involved the illegal production of coffee, meat and pepper, as well as the counterfeiting of branded products, among them Evian and Saint Amand mineral water and Corona beer. In one case, seven tonnes of fake coffee were seized in the capital’s Prek Phnov district. One suspect was arrested, according to the committee’s press release. Five tonnes of illegally processed food and 58 tonnes of branded bottled water were also confiscated in Sen Sok district, while 18 tonnes of illegally produced pepper and coffee were seized in Toul Kork district’s Phsar Deum Kor commune. Through the exploration of the counterfeit products, Based on a report by the committee, authorities cracked down on 19 separate cases of counterfeit good production totalling almost 600 tonnes and arrested six suspects last year and the Interior Ministry’s anti-economic crime department destroyed more than 11 tonnes of mixed counterfeit goods and cosmetics at a garbage dump in Phnom Penh’s Dangkor district. The destroyed goods included expired products, counterfeit products, products without a licence, cosmetics containing illegal chemical substances, counterfeit medicine, animal fodder and more. (Interior Ministry’s Counter-Counterfeit Committee, 4th of April 2018) However, even if the product are being destroyed but the rising of awareness of the Cambodian people is one of the most concerned which should be raised up in order to protect the long term of their benefits such as health, wealth, and even their time by avoiding the consuming of those counterfeited products in Cambodia.

II.         Target Area & Beneficiaries

The project will be provided target beneficiary to at least 1,000 Cambodian people through Cambodian Consumers Protections raising awareness campaigns by conducting the social conferences about the right and the knowledge of understanding the counterfeit products and how to avoidance through different techniques.

III.      Project Goals and Outcomes

The purpose/goal of this project is going to help Cambodian people to avoid of using fake products and to raise an awareness of understanding their right on protecting their self from those affections.  The expected outcomes should be ·         The increasing number of Cambodian people should be able to aware of counterfeit products ·         The decreased of using fake products in Cambodia ·         The awareness/willing to inform those fake products to local authorities ·         The protections, the right and the knowledge of Cambodian People will be advocated about how to prevent or avoid of consuming fake products.

IV.       Our Interventions

Throughout our assessment to development and based on the report of the Cambodian community concerned through social media, press release etc., the interventions have been provided to Cambodian community by working closely to local authority and  relevant local organizations especially retailor stores. We are committing to help through conducting the social conference by inviting one of member of Interior Ministry’s Counter-Counterfeit Committee provide more affected information about the counterfeit products and give more advice to people to avoid as much as they can from using those products. The relevant participants from ministry of health will be also invited to join. The purpose of the social conference is to raise an awareness and provide knowledge the Cambodian people especially young adults who are being affected with fake cosmetic products which are being promoted from various activities by illegal stores in Cambodia.

V.          Monitoring & Evaluation

This project will be monitored and evaluated based on the integrated committee which will be established/formed within the Cambodian Consumers Protections and the local authorities in order to make sure that all the deliverable projects will be benefits.

VI.       Budget

This project can be processed with the totally budget is $10,000 USD The money will be spent on conducting social conference which will be lived through facebook page of Cambodian Consumers Protection; however, we will conduct it in the formal rented place in order to invite specialist participants to be involved.
