Asia Community Service, based in Penang provides direct and support services to children with developmental delays and young adults with intellectual disabilities through the following
1. First Step Centres (Gelugor and Seberang Jaya) which provides early intervention services to babies and preschooler with developmental delays (0 to 4 years old) and their families
2. Respite Care Support Service in Gelugor
3. Jom Mobile Toy Library Outreach programmes to severely handicapped children in the rural communities   
4. Stepping Stone Centre which is a vocational Work Place for young adutls with intellectual disabilities
5. Independent Living and Job Coach Support Services for people with intellectual disabilities to have meaningful life in the community
