COVID-19 Emergency Fund to Support Domestic Violence Survivors

About Appeal

Women's Aid Organisation (WAO) has been working tirelessly since the beginning of the Movement Control Order (MCO), which was set in place to curb the rise of COVID-19 cases in Malaysia. With the MCO enforced, survivors of domestic violence do not have enough options to escape from the abusive environment. WAO has extended our helplines, WAO Hotline and TINA (SMS/WhatsApp service), to operate for 24 hours in order to better support our women and children survivors during this incredibly difficult period.

In the first half of April 2020, WAO has recorded a 111.2% increase in domestic violence cases, where we received 264 calls and WhatsApp enquiries compared to the 125 calls and WhatsApp enquiries over a 14-day period in February 2020.

As the MCO period extends, WAO is expecting a greater rise in number of domestic violence cases in the coming weeks. Right now, our concern is sustaining our free services to our survivors and ensuring that we are able to provide them with their necessities. We are in need of monetary support towards WAO's Emergency COVID-19 Fund to provide essential services for women and children suffering in domestic violence now. 

This Emergency COVID-19 Fund will be used for the following:

  • Food and non-food items for women and children throughout the COVID-19 period
  • Volunteer hotline mobilisation cost - Stipend for our volunteers as WAO services are now extended to 24 hours
  • Utilities
  • Grab delivery services
  • Shelter support - As WAO's shelter is at maximum capacity, we are looking at using hotels as safe spaces and will require funds for room and transportation fee
  • Social work and case management - This continues throughout MCO period as Emergency Protection Orders (EPOs) and Interim Protection Orders (IPOs) are required during this stage
  • Medical aid and legal aid
  • Counselling and psychosocial support
  • Survivor empowerment programmes via online

Furthermore, WAO is working hard to create access to safe spaces for survivors as many shelters are at maximum capacity. We are exploring setting up possibly emergency temporary closed shelters to support those families in need of shelter from domestic violence with funding from the public.
